The subject of General Orders No. 75 was the adoption of company sick report by the Army published June 23, 1870. The Secretary of War rescinded the General Orders No. 73, issued October, 1869, and 'revived' General Orders 37 assigning paymasters to departments and districts on June 29, 1870.  

On July 13, 1870, Assistant Surgeon General Charles Crane issued a memorandum on "proper mode of making out the Monthly Reports of Sick and Wounded."
