In this article Professor Johannes examines the concept of political culture as an important factor in explaining constituency service orientations and activities in Congress. His data show a strong link between culture and constituency service with reference to congressmen and their staffs. He finds that in the latter's case, the link is even stronger. John R. Johannes is Associate Professor of Political Science at Marquette University. He has published articles on other aspects of casework in the American Journal of Political Science and the Legislative Studies Quarterly.
