To the Citizens of the Republic of Ireland Who Are at Present Resident in
the United States and Canada:

December 14 last. Ireland exercised her right of Self- Determination. The
question which the Irish people were then called on to decide was: “Shall or
shall not Britain continue te govern Ireland?”

the Republican clection campaign was arrested and his headquarters raid-
ed; the same fate overtook in turn each one who succeeded him: and, in brief.

vealed on December 28. it was unequivocally demonstrated that the people of
Ireland had determined that Britain shall rot continue to govern Ireland:
and that the population of Ircland, by more than two-thirds majority, had
finally severed such connection of Ireland with England as force and chi-
canery had maintainedfor seven centuries. ~ :
December 28, 1918, will ferever rank in the history of Iveland as July 4.
1776, ranks in the history of America; as July 14, 1789, ranks in the history
of France, as the day of the birth of Liherty ranks in the history of every free
people. The free people of Trelan ake their place among the free peo-
ples of the world, “with malice towards none, with charity for all, with firm-
ness in the right as God gives us to see the right.”
The free and independent people of Ireland hold out the hand of fellow-
ship to ail the free and subject peoples of the world. We feel special kinship
with the peoples of France and of Belgium. se lately freed from the usurp-
ing power of military might. The wrongs of the people of Russia. Poland and
Palestine we feel ax our wrongs; and we t afford what aid we can to
right them. We are conscious and mindful of the friendliness of the British
‘Laber Party towards Treland. and ‘our sympathies go out to the people of
England in their gallant struggle te wit nd the Junkerdom that prevails
there against them. The Irish people are net at war with any people. nor do
the: ontemplate any act of any foreign Government, but
they will not suffer the destiny of Ireland, now determined by the free
will of the Irish people. to be warped er thwarted by any selfish Power or by
any group of suck Pewers. We shall be party to no Governmental league of
vhich the avewed or disguised purpose is contrary to the principles of free-
dem and justice to all peoples. great and small. We desire no friends except
the friends of liberty and right: we recognize no enemies except the enemies
of justice and fair dealing. We shall co-operate with all our strength and
with all our mind in any union of {ree peoples for the preservation of peace
and good will throughout the world and for the advancement of the common
welfare of mankind.
It is a matter for congratulation to all Lrishmen that the final and com-
plete vindication of trish Nationhood by the Irish people has been achieved
without bloodshed. ‘To Ireland is thus given the honor of affording the first
sign of the new world order—of the right of all peoples peacefully to de-
termine their national destiny. Ou behalf of the Provisional Government
of Treland, [ call upon the Irish people in America and Canada, arid upon the
friends of Liberty in this great Republic, to rejoice and be glad with Ireland
in this, the day of her victory. and to he ready and strong to aid the Irish Re-
public, lest.it be overwhelmed by the imperial forces that aré even now gath-
ered to destroy it.
