Everyone agrees that it costs more to live than it did
twenty years ago, but opinions differ as to the cause.
There are many causes, but one at the most iniportnnl. is
that our expenses have grown without needs. Invention
has supplied all sorts of new facilities that have become
necessities to most of us, and they all cost money.
Moreover, in a democratic society, where all are sup-
posed to be equal, we do not like to be outdone by our
neighbors, and, urged by this feeling, we push up our
expenditures so as to be sure that we have what others
have, >
The trouble begins at the bottom. The young man
<entering business, with his living to earn and his way to
make, should save every penny, live narrowly, and avoid
display, if he wishes to succeed. Yet, the fashion of expendi-
ture about him, in amusement, in dress, in social relations,
are such that it takes exceptional strength of character to
refuse to comply with it. .
The didiculty is even greater when a man marries and
has A family. It is not always easy to deny yourself, but
to deny those dear to you is almost impossible. A man
does not like to see his wife‘ dress less handsomely than
the wives of his associates. He even tells himself that her
good appearance helps his business reputation. Still harder
it is to refuse things that seem to be necessary for the
welfare of your children. “Really," says mother, “living
the way we live, I cannot see why Jane cannot have all

HANDS OFF THE PARCEL POST
Real reforms rarely go backward, and the members at
Congress who are showing a disposition to halt the progress
of the parcel post system might as well make up their
minds now as later that the people will not stand for that
sort of thing. It took along and hard light to bring about
the introduction of the system, but the moment that it was
accomplished it was well understood that the business had
'come to stay and that it was to be improved and perfected
from time to time.

In the bill creating the parcel post system the Post.
master General was given authority to make changes in the
regulations after submitting the same to‘the Interstate
Commerce Commission. In the beginning the fiercest tight
against this big business reform came directly from the
express companies. Now the railroads have joined in‘ the
struggle to prevent the extension of the system, and they are
protesting to Senators and Representatives,and are preparing
to lodge a formal complaint before the Interstate Commerce
Commission. They say that they receive fifty per cent. of
the money collected by the express companies for the car-
riage of packages and predict that they will lose from $15,000,.
ooo tn sao.ooo,ooo a year if the Government is permitted to
increase the maximum limit on the size of packages asl
proposed by the Postmaster General. l
The railroads have undoubtedly been having their oviin
troubles during the last few years. There has been adis-
position in some quarters to be unreasonable with them. In a
general way we confess to a certain amount of sympathy with
them, but we believe that they are making a mistake in
opposing this reduction of rates and the consequent expanr
sion of the parcel post system. That system came into being
as a result of the extortions of the express companies and in
