The letter was sent to Washington, D.C. from Philadelphia. John Shaw Billings was a surgeon and, at the time of this letter, the director of the library of the Surgeon General's Office. E.P. Bernardy was a physician, apparently of French origin, living in Philadelphia. Major Reginald H. Tower was a doctor and also a Paymaster General of the U.S. Army, stationed in Arizona.
