GRAI-‘T IS TREASON.
Atilericans are queer people. With a reputation for com-
mercial honesty second to that of no other nation, they harcl
tolerated and pairl for, and oitcn eucoiirzigcd, more pill)-
lic tllicringthan has stlihccd to pull tlowu empires in the
past. They thought it was “only stealing,“ and that they
could stand it as long as it did not interfere too much with
business. Now they are uuuling, slowly and reluctantly, to
perceive that it is something nlorc terrible.

When it became known that an ollicial was enriching him-
self at the expense of the taxpayers, too many have been
nlcrely amused by the ktlowl<‘rlge There has been a gen
eral belief that it was no particular crime to rob the city or
the State or the Natimral Government. Public office was
opeuly sought as a ‘means of personal euricliruenr, and it an
olliccllolcler died pnor there was an nutburst of anlazcrncnt.
That time is rapidly going by. Public morality has nn.
proved; the public crmscicricelms grown more severe, It is
now seen by the great ruajnrity of citizens that graft in
office is treason; that grzllting olllcials are traitors. “'hen
a public servant steals the public money intrusted to him
for the public benefit, his crime does not diFler in kinll from
that of the officer who in time of war betrays a fleet or an
army to the enemy.
Nor should there be any tliflcrcllcc in the punishment for
the two oflenses. The man who pockets money contributed
by the taxpayers for the bent-lil of the health or peace or
sufcty of the people, and thus lessens any of these things, is
a public enemy and might to be accorded the punishment or
S“ 1.
Evcrykind of public grait is treason. There can be no
grafting, of the pctlicsl, urns: cmltelnptible character, that
does not eat at the nnl i, ll lug of ourgovernnlerlt structure
like the teredn eating ut our whurves. It is so repugnant to
the proper discharge of public rluly that it excludes all pus -
hiiltyot‘ it. And the solllit-r that betrays his country in lhe
field is not more contclnptiblc and more a traitor than the
man that conspircs with other men to commit sordid and
mercenary crimes the political cllectof which is to change
profoundly the substzmcc and character of our govcrninerit.
With a consciousness of the evil may conlea detcrlninatitur
to end it. The people seem to be rising everywhere. The
movement to eliminate it lituu the allairs ot the city of Phile
arlclpllia is just now the IIppcl'IImsl. thought among all classes,
and the tidal wave of rcltnrul has already swept away nlllch
of the corruption that hu: 1 -en accumulating for years. Not
only is the rnovenleut gaining headway in our nearby city,
but its benelicent inllucnce will be felt throughout the entire
Stale.
When the people really get into action they sweep all
before them, and graft will have to go the way of any otlu-,
kind of treason if the public once unites against it.
Graft is the national cur. It must he removed, and the
way to remove it is to ln:il<o an example of the grafters by
treating them as we lrcat traitors.
THE ORGANIZATION.

That urgallizatinu is csscrrtilll to accomplish any lnrgc
operation, whether in the business world or in politics is :1
well-known fact. It is equally welbkrrcwn that the greater
the perfection of the cl'g.'illiV'lll0ll the more powerful it is for
good when controlled unrl luarlc use of by men whose lll0llVL‘S

more clnngeruus it in asan iustrumcntof harm when the motive
behind it is a desire for intlividual advancement or personal

is no cause for condemnation of ' ‘on itself any more
than a dishonest board of church oliicers would he a cun-
demnation of the system of advancing Christianity through
the Eblzlbllillllleut of cliurcllcs. The organization will con-
