THE SILENT VOTld.
ABOUT [0 per cent. of the voters of every coinninnitym ‘
that is, of those voters who habitually vote-can he classed
among those who take an active part in politics. This in-
cludes tlle politicizlns (so called), the men who “play the
garlic" for the sport there is in it, and the public-spirited
citizens whose tastes run toward political activity. The other
90 per cent. of the voters are never heard from in the cam-
paign, never attend caucuses or conventions, never argue
political questions, either as to parties or individual candi-
dates; very often do not tell their intimate friends which party
ticket they vote, and never sllout when it is all over. They
constitute what in political parlance is called J the silent
vote." This vote is getting larger every year, tllanks to th e
Australian ballot system, but the politicians and candidates
have ilotyet shown a dis sition to reckon with it to any
greatextent. It is not infrequent for someone wllo has the
reputation of being politically wise to sneer at a chance ex-
pression of opinion dropped by a “silent" voter, and pass his '3
opinion off as if it amounts to nothing. 0 per cent. lo
the whole vote docs amount to something, and it is awise
canditlate who takes it into account in making his campaign. of
he “silellt" voter is apt to stick by the party to which he
claims allegiance, on State and national questions. But he is
rapidly getting ovdr the notion that because he believes in a
protective tarili he must vote for a protectionist for a county
ollice, or, if he believes in free silver, that he must vote for a
silverite for a borough olhce, regardless of his other qualifica-
tions. The “silent"voter is doinga lot of tliiiiking, if he is
not doing much talking, and he is very apt to vote, on local
affairs, for the man he regards as best suited for the place.
That this disposition is growing is evidenced by the fact that
every election shows an increased number of “scratched” ii

tickets.
It is for tllis vote that the candidates who have merit ought “
to make their strongest edorts, but they seldom do it They
seem to prefer to stake their whole chances oil the opinions

the last few years that men who thought on the very day of
election that they were sure to be elected have awakened next
morning to End that the silent vote had done its deadly work
in favor of the other fellow. ' ‘
Not only
that, bntthey often get very angry when they get informa-
tion lroru the 90 per cent. which is not pleasing to bear, but
is valuable as showing what opposition ought to be overcome.
lt is not infrequent for a candidate to become rm
friend who does nothing worse than tell him w
opposition and suggests a way of overcoming it t 15 mo
infrequent, either, for the unwise friends of a candidate to
insist that anyone who reveals anything conoorning his cam-
paign that has not a roseate hue is not a frienil.but all enemy.
By this means nlany candidates allow tlieliiselvcs to be misled
as to the real situation which confronts them, aild often come
to grief tlicreby.
The wise candidate will welcome news of opposition to him
when it comes in lime to he of service, for upon that news he
