Fricnds of irish Frecdcen April 14, 1920.
WASHINGTON, D.C. The appended resolution was intro-
duced in the House of Representatives to-day, April 14, 1920,
by Congressm.n Peter #. Pague, of Boston, Massachusetts.
WHEREAS , 4a considerable nunbor of citizens of Ireland
heve been subjec} Eo errest and confined in prison institutions
without being arrnigned or pleced on trial fcr any specific
offence; and
WHERESS, the nrrests of the afcresnid citizens of
Ireland are based on allegations cf ccmitting acts of a
political nature, cireectly or indirectly ecnnected with a
purpose ts establish freedom ana inden endence as 2 nation
by the people of Ireluné; and
WHEREAS, it is an accepted principle co the law of
Nations that perscns . arrested as politicnl offenders shall
not be subject to the methods of confinement and treatment
accorded those arrested for felonics; and
WHERESS, it is disclosed te the world that the lives
of the persons arrested as eforesaid arc being endangered
by reascn of the failure of officisls repre esenting the
government cf Great Britain to arrnign the imprisoned
persons on any charge, grant them trial, or otherwise
definitely accord judicial determin tion of the causes
cf arrest ana continucd imprisonment; and
WHEREAS, the aforcsaid arrested persons ere as of
neliensdle right entitled to arroienaent ana ‘triel, and pend-
ing arraignment end triel to be accorded that treatment which
the vrinciples of the Lew of Naticns accord te those arrested
for political crimes, as distinguished from felcnics; Therefore
be it
RESOLVED: That the House of Representatives does :
hereby request the Secretary of Stnte, with the approval of
the Presidmt, to cause reprosentations to be mado to the-gov-
ernnent of Great Britain that the aforesaid prisoners should
immediately be arraigned, placed on trial, end their cases
definitely disposed of by judicial process of law, or given
liberty; and if to be further held with stated purpose to
accord them trinl they be not further subjected tc methods of
confinement, cther thm those recognized by the Law of Nations
to be applicable to acts of a political nature
Congressman Tague has arranged for a conference to-
morrow, Thursday, April 15, 1920, at ils Ase | with Sceretary of
ate Colby, at which ecnference Mr. Tague and other members of
Congress will present reasons why they believe sore action should
