The following is the basis of Union, certain portions, with the names which are attached to the original, being omitted for obvious reasons : BASIS OF UNION. For the government, consolidation and direction of the Irish Revolutionary Brotherhood, in Ireland, England and Scot- land, it is hereby agreed between Col. William R. Roberts, President of the Fenian Brotherhood iu the United States and British North American Provinees, and the Representatives of the Irish Revolutionary Brotherhood in Ireland, England and Scotland, whose names are hereunto attached, for themselves and the organizations in the countries last named— Ist. That. between the Irish Revolutionary Brotherhood, in Ireland, England and Scotland, and the Fenian Brother- hood, of which Col. Roberts is now President, there is (this instrument being the pledge and witness) formed a lasting intimate and cooperative Union; and that neither in Ireland, England or Scotland, nor in America, shall there be communi- cations or relations with other parties, unless as the proper and duly appointed representatives of the present contracting parties. _- 2d. That.in a city or district of cach of,the counties of Ireland,.4ngland and Scotland, wherein: there may be *,* * or more Cireles, 2 Committee of * * * * * * persons shall be elected by the Centres of said city or district, from among their own number. The duties of said Committee shall be to ward, watch over, and extend the organization in the city or district committed to their charge. They shall be elected for * * * months, and shall be subjecttto the direction of the Supreme Council representing the province in which they reside, and their election shall be sanctioned or * * * 3d, There shall be a body, to consist of not more than * * * members, and to be ealled the Sefreme Council of the Trish Revolutionary Brotherhood. The members of said Council shall be apportioned as follows: * * # from Treland * * from each province or district), * * * from England, and * * * from Scotland. Each shall be elected by the Centres of the province to which he belongs, and shall be held responsible for the workings of the organization in his pro- vince or district ; all communications and orders of the Supreme Council, to the Central Committees or to the Circles of any province or district shall be wansmitted through * * * * * * . & * * * * * * * * * * * * * * * The duties of this Supreme Council shall be to watch over, protect and develope the organization in the three countries above named, committed to their care. They will also be held responsible for the proper and strictly economical expendi- ture of all moneys entrusted to them, by the organization in America, for the advancement and extension of the organiza- tion in Ireland, England and Scotland; and they shall regularly render an account of all funds received and expended Through this Supreme Council shall communi-ation be had, and relations held with the organization in America. . The members of this Council shall be commissioned * * * * * * * * * * * * * * * * And any member of this body may be removed by a two-third vote of the members thereof, subject, however, to the approval of the President of the Fenian Brotherhood; or by a majority vote of the Centres that elected them, without appeal. : ‘The members of this Supreme Council first elected shall hold office for the term of *-* * months from the first of * * * and their successors thereafter, for the term o * months. h. * * * of the members of the Supreme Council may be appointed by their own body as an Executive Committee for the direction and transaction of all ordinary business. oth. The President of the Fenian Brotherhood, by advice and consent of the Senate, or the Executive Committee thereof, is hereby empowered to order a meeting of the Supreme Council, wheneyer he may deem it necessary or advisable to consider any questions, suggestions, or information he may wish to lay before them; but the Chairman of the Council may also, at any time, call a mecting of that body whenever deemed necessary -by himself, and * * * other members 6th. This basis of Government may at any time be altered or amended by the consent of the President and Senate of the Fenian Brotherhood and the Supreme Council of the Irish Revolutionary Brotherhood. . 7th. Every member of the Central Committee, and every member of the Supreme Council, shall upon entering upon the duties of his office, take the following oath : § up “T solemnly swear, before Almighty God, that I will faithfully discharge the duties of the office which I now accept That I will obey the orders of my superior oflicers in all things pertaining to the legitimate duties of the organization sand that I will faithfully serve and sustain the organizations, and none others, whose representatives have signed and agreed to the Constitution or Treaty, formed between them in Paris, France, on July 4th, 1867. So help me God.” ‘ 8th. Each Circle shall hold its own funds in the hands of a trusty Committee of the Circle. All outlays for other than necessary local expences, must be made with the knowledge and by the advice and consent of the Executive Committee for Treland, England and Scotland. .
