uniformly advise that Russian

territory have burned towns and
plundered their unarmed inhabi-
tants. Particularly vicious excesses
are reported from the districts of
Schirwindt, Lyck and Soldau.
Germany publicly protests against
such warfare, which is absolutely
against international law. if
through these actions the character
of the war becomes especially
harsh, Russia alone will be respon-
sibie.”
