NEWS FROM GERMANY
By Louis Vicreck
Berlin Correspondent
Caring for the Families of
Berlin's Soldiers
THE way Berlin proceeded to effectively
meet the needs of its inhabitants who
are suttering as the result of the war de-
serves to be made known everywhere. It
is self-understood that an cxtcnsive relief
system was applied to the families of the
soldiers at the front in the form of cash
payments to these families that had hecn
robbed of their bread-winners. loans and
rent reductions. lastly, in the establishment
of soup kitchens which furnished meals
free of charge or against a small charge.
especially to children. This, however, only
remedied the direct distress of war, not the
unemployment resulting from the interrup-
tion of numerous trades that had been cut
on from their supplies from foreign coun-
tries by war at sea. Thus the city resolved
to start building operations involving about
250 million marks (62 million dollars) in
order to give employment to the involun<
tary idle hands. Almost all the work
would ordinarily not have been so urge“-
This work will give evidence of economic
cliiciericy and also deserve a place in the
history of the world war. One of the
works is the Fric(lrich Street subway. 3
project involving 90 million marks. An‘
other project is the expensive W65‘
Harbor, the counterpart of the already rin-
ished East Harbor. This harbor will do
away with the necessity of transshiPPl“g
goods at Hamburg destined for Berlin 50
that, for example. bananas will hereafter be
loaded in Costa Rica and discharged here.
This will mean the realization of the Old
plan of making Berlin at seaport.
Mayor Reickc, of Berlin, recently stated
that there were 57,000 unemployed in B97‘
lin at the outbreak of the war, and. 5“.
spring, 1915, only 3,700. Berlin's population
is two millions without its suburbs which
count as many inhabitants. Oi courscy ‘he
fact that overwork has to be done in mimu‘
facturing ammunition and the enormous re‘
quirement of the army has had much to d9
with the big decrease of unemployment.
Compare conditions in Berlin, the 689;”!
of the country against which half the
world has been in arms for a whole Year’
with the conditions in New York, Wh5""'
the number of unemployed is said to
amount to about half a million. Of courfev
people in America, instead of rcmam'
ing honestly neutral and thus cnl0)’“‘g
the advantage of the possibility to 59“
goods to all nations, bclligerents as well'35
neutrals, are playing a masked pro-British
policy which injures the whole country
very much and only benefits arms and Omi
munition manufacturers. ’
