A WHITE WINTER,

A total snowfall up to February 1 as great as that of an
entire average year, accompanied by unusual cold, has made
tllis a very “old-fashioned winter." There is every prospect
that the season will continue to deserve the title.
This conclusion is based upon tlle fact that even the unper-
sonal weather, like mere nlortals, is subject to habit. “All
signs fail” in wet, in dry, cold and hot weather. Since the
sun’s heat is constant tlle average temperature of the entire
earth must be always the same. But that does not prevent
large sections of the earth from “spells” ol extreme weather,

due to the local habit.

Thus the cold December of 1904, which early covered Man-
itohn with snow, sent hither a succession of biting windw
storms which met the moisture-laden Atlantic gales and
cause-l successive heavy snou-falls. These great snowtields
in turn will delay the onrush of early spring, which in the
sunshine of a day would seem irresistible. The melting of
thick snow and ice and thethawing of the deep-frozen ground
rob the air of so much latent heat that clouds form easily,
fresh snowfall is abundant and cloudy weather will delay

spring until the mass is disposed of.
But a cold winter has its merits. lVhile pneumonia and
meningitis are two great causes of the increased number of
deaths, very cold weather is not responsible for them. Dur- llr
ing the last fortnight of low temperature the death-rate in ,
large cities from all diseases has fallen, and the deaths from
pneumonia have also decreased. Child mortality and deaths
rroni pneumonia and Bright's disease are ulnch larger in pro-
portion in the city than in the country. There are more

deaths from these causes during duulp weather than in exces. ,
sive co .
Hence an old-fashioned winter may be “frosty but kindly,”
“skating weather" is favorable to the vigor of the race.
THE ROD IN SCHOOLS.
The growth of the sentiment in New York city in favor of
the use of the rod in schools is a matter of much interest, "
says the Newark News. For several years past the discus-
sion over corporal punishment in the New York Board of
Education has grown more and more heated, and the rod
party has become more and more aggressive. At the board's
last meeting the Committee on Elementary Schools present-
ed majority and minority reports,the latter recommending the
restoration of corporal punishment, Four of the committee
favored it and live were opposed to it. After a lively discus-
sion in the board the vote taicen on the minority report showed
fifteen in favor to twenty-two against. This is a comparative . v.
ly close vote. The conversion of only four more members
to the corporal punishment rule would restore it to every
school in New York city, and this would utuquestionabl
exert a powerful influence in many cities and states in which
moral suusion does not meet all requirements.
Ninty per cent., it isformally stated, of all the principals “
of the New York schools for boys favor the rod. They argue
that only four boys out of every we are bad enough to de- 1

serve corporal punishment, but that the ninety-six others are
entitled to protection from the example set and the disorder
caused by those who are incorrigible without the use of the
rod.
The strongest argument against the use of the rod in
scllools is the one least considered; its eliect upon the good
children who are never in danger of it. They are in constant
dread, and in their mental unrest and distress they sometimes
incur the very penalties they strive to avoid.
PAY DAY AND THE SALOON.

Of course a man who gets his pay envelope on Saturda
night and who thereupon makes a human tank of himself in
a sort of jollilicatiou, because he has money, is a fool. Per-
haps if he realized how certainly he is his own enemy and
what an unqualified fool he is he wouldn’t do it. But he
doesn't realize it, and so he gets disgraceiully drunk and puts ,.
a sort of last chapter to it on Sunday, and on Monday he is
about as miserable as a man can well be.

So he lays off, and down at the place where he works his case
is talked over and sonlebody says : “VVe will give him one
more chance, but only one more. ood men who are not
drunkards are too easily got to warrant us putting up with a
sot." Or, perhaps, he is area without another chance, for all P
employers are not patient. The situation is not overdrawn.
The curse of business in many lines is the inefhciency of
employes in the early days in the week by reason of their
personal habits.
In Massachusetts agrcat number of employers changed
the weekly pay-day rnnn Snturday to the middle of tile week.
There was no attempt to conceal the purpose. It was done
to save men from themselves, and many of them were grateful in
