TEE bill introduced in the lllassnchusetts Legislature pro-
vidiug for at system of old age pensions is interesting’, not be-
cause there is any likelihood that it will pass at this session,
but because the pressure in favor of some kind of pension for,
old age is growing in New England, and perhaps in other
parts of the country, Representative Bflllglllllllls bill pro-
vides for a pension of $2 per week which shall be granted to
every male citizen of lllassachiisetts 65 years old who applies
for it, provided that he shall be of good moral character, not
addicted to the use of intoxicating liquors. The applicant
must have been a resident of the State for ten years preceding
the application and must have lived in the State at one time
and another at least 25 years, as one of the requirements of
the act is that he must have paid a poll tax 25 yellrs in all.

The arguments addliced hy the author of the bill, and the "
business men who appeared for it, were to the effect that the I
use of machinery, the excessive demands inade on the ener-
gies of workers in these days, and other conditions, had left
the old man stranded on a lee sliorc, helpless lliitl useless. It
is a curious situation. Owing to improved sanitation, the
triumphs of science, better food. shelter, clothing, the average
age is growing greater all the time; and yet this additional
age, according to the supporters of the old age pension, c:lii-
not avail the old man anything. The older he grows, the
more useless is long life.
SCRAPS ON THE RAILWAYS,

IN the successful management of the railways of the collu-
try there are many seemingly insignilicant nnttters that re-
xilire constant attention.
the Companies each year by detailing men to look after and
care for their scrap, the pieces of iron ilnd steel that fall off
moving cars that come from abandoned machinery or from
broken pieces of equipment.
Almost all the big transportation companies in the United
States maintain what they call scrap departments. At two
or three points on the road, generally where there are ally
construction or extensive repair shops; this scrap is gathered

from all parts of the system.
One of the duties of the track walkers and repair gangs is l:
to pick up and throw into little heaps along the track all bits
of iron and steel that may be left wlienever any piece orwcrit “
is completed. At irregular intervals it scrap train is sent over
the road for the purpose of gathering up these odds and
ends. They are taken to the gathering point liud there care-
iniiy sorted.
Some ingenious mechanics hove devised machinery to sep
arate and handle these scraps. After being rlln through a
sort of hopper that divides the small and the large from the
other dilferent sizes, men are put to work to pick out from the
various heaps what may again be utilized. Bolts, nuts, burs,
couplings and the like which may be used again are worked
over for future use.
The refuse, amounting to thousands of pounds, is shipped
to some iron works that has a contriict with the company for
using all this waste iron and steel.
This plan of systemically caring for the waste iron of rail- N
roads is of recent origin, It is one really of slow growth. Of 0
course, pieces of iron and steel waste material or the refuse of
shops or wrecks has been taken care of for years, but only in
a desullory, haphazard u-ay.
