dowers as they render up their aroma of thanksgiving.
GUIDE FOR TOURISTS.
at
EVERY passenger on an outwardbound steamer leaving for
foreign shores these days receives a neat little envelope bear
ing the omcial seal of the United States Government. It is
labeled, “Important Communication. Read carefully.” If
in
these instructions are followed closely the tourist will be
saved an immense amount of trouble with the custom omcers
on returning to this country and escape possible confiscation
of goods. The little pamphlet in question gives the rules :
governing the collection of duties, just what may be brought
in free of duty, and what is to be assessed. Each steamship
company is required to furnish to the collector of the port a
full list ofthe names of passengers on the day of sailing. The
circulars are then addressed to the passengers and delivered
just as the steamer sails. All persons on their arrival in the
United States are required to make a declaration under oath
of all dutinble articles obtained by them abroad. This declar-
ation is verified on the pier by examination of inspectors.
Passengers are warned to answer all questions frankly in or-
der to avoid suspicion.
The original receipts for goods bought abroad should be or
saved as far as possible. Each person is entitled to bring in
fifty cigars, and cigarettes to the number of three hundred for
his own use. All cigars and cigarettes in excess of this num-
ber and less than 3ooo are liable to siezure. Failure to de-
clare articles will render them liable to confiscation and the of
tourist to criminal prosecution. In case passengers are dis-
satisfied with the values placed upon dutiable goods they may
demand a re-examination. Government odicials are forbid-
den by law to accept anything but currency in payment of
duties. It is unlawful for customs otliceis to receive any tip
or gratuity, and to offer the same is a violation of the law. A
returning citizen is entitled to bring with him, free of charge,
all the personal effects taken abroad with him and in addition
articles purchased nbroitd not exceeding in value Sroo. Such
articles must be for the use of the person bringing them in,
and not for sale. To prevent the use of this privilege as a
cloak for smuggling, custom oflicials are instructed to inquire
in regard to actual ownership of the goods. Either the pres- -,,
ence of an unusual amount of any class of highly dutiable
merchandise of frequent and hasty journeys is sufficient to
raise the presumption of bad faith. Such cases will be sub
jected to most careful scrutiny and prosecution. Household ,
effects may be brought in free of duty if used abroad for not
less than a year.
The law expressly forbids the importation into the United
States of garments made in whole or in part of the skins of
prohibited fur seals, and unless the owner is able to establish
by competent evidence that the garment was purchased prior
to December 29, 1897, or that the animal from which the skin
was taken was captured elsewhere than in prohibited waters,
entry will not be allowed.Tourists who desire to take sealskin
gannents abroad should have them registered with the col- ,
lecror before leaving.

over the amount of free advertising that “the faith" received
in connection with the recent investigation, but the fact r
