THE CAUSE OF TEMPERANCE.

remedial and legislative "

are thirty-seven newspapers, lnagzlzincs ancl annuals in Ger-
many devoted to the tenlpernucc question.”
Furthermore :
The temperance reformation in Germany has had such a
recent beginning, and the supposed repngnance to total ab-
stinence is so well gronntlctl, it is LliFlicnlt to comprehend the
full meaning of this vast array of literature in the German
tongue. The evidence is clear that the people of Germany
have taken up the alcohol question witll an energy excelled
no other people on the Tace or the earth, The blue cross
hlls sprcatl all over the empire.
As a. whole, the Gerllnms urc not an emotional people.
Neither are they (I sclltilncntal people. Much less are they
a people to be intlueuccd by cunsirleratiolls in a matter of this
kintl other than those which appeal directly to their interest
and their reason. If they are turning their backs on beer,
which has been their untionul beverage for centuries, they
are doing so not in response to the eloquence of temperance
crusaders who advocate abstinence for its own sake, but rather
as a result of a carefully formed and well-matured conviction
that beer has turned against tllcnl, This process of reason-
ing and reflection is going on in this country. It used to he
the custom to point to Gertuany for evidence of the fact that
it was possible for a nation to drink without producingdrunk-

this point during recent years. Even in the old Emperor's
time the attention of the Govt-rnlnent was directed to the inv
crcase in suicide and insanity in both military and civil
circles. More lately the fact has been forcing itself upon the
Government (and all the more keenly on account of recent
army scandals) and Gernlntty-‘s best thinkers that, whatever
was the condition in former times, in these more strenuous
days the Germans do not require and cannot stand artificial
stimulation like a Bismarck or their early sires.
Something like this is true ill our land. Similar causes
