willingness to pay libcrlllly for any nlltl all pnhlic iluprm'c-
lnerlts This willingness is (lelnonstrnted by our miles of
luacadarn roads and the erection in all parts of the Township
of school building.-i comparing favorably with those erected in
some of our large cities.
If, therefore, we are willing to pay for good things we
should have them for the asking, and partictllarly should ollr
wt-luts he gratihed when they are righteous and reasonable.
The Commissioners promised lls a better system of draill-
ngc, which they tell us they are installing. The cost of the
work is certainly us great as can be desired. If its capacity
is at all commensurate with the outlay involi-etl our expecta-
tions in this direction will be more than realized.
The Health and Drainage Committee of the old Board may
be said to have “ lost its head,” not that its works have been 3
such as would indicate ulcutal incapacity, but the Cllairman
of that itnportallt committee, having removed from the Tou-n.
ship, he was ineligible to re-election. Consequently a
reorganization of this important committee is imperative, and
right here is where the Commission must exercise great care-
Granting that the sewer problem has been solved by the
retiring chairnian (and in this regard the old Board appears
quite willing that upon him he bestowed all the credit or dis
credit of the success or failure oi the project),dt>es not an
equally important matter present itself to the ncwCnmmission
in connection with the duties of ths Health and Drainage
Corulllittee ?
The health of the conllllunity as a matter denlalldiug par-
amount attention appears to have received little consideration
by the Board other than that given it in the proiision now
in progress for the rnn.o.al of house drainage uheu the sewer ,
in opened for the use of the people.
Even no..- application has been made to and complaint Gled
with the Slate Board of Health looking to the abating of a
nuisance in our own village occasioned by the drainage irorn
a number of houses and o.-crrlon-ing ccss-pools running in
an open gutter through a thickly built up part of Ardniore.
Little or no precautions have been taken to prevent the in-
vasion of an epidemic of small-pox from the City, and no
rules or regulations to restrain or correct the iiolatiou of the
ordinary laws of health and sanitation hate been applied in
the Township other lllan those recommended by the School
Board, nhich, acting as a Board of Health-precisely as it
acted under the old form oi township government,-llas little
power and less inclination to perform duties which naturally
devolve on the Commissioners or new gov:-rnnlenr of town-
ships of’ the first class. ,
The Highwey Committee has done as we] as could be
expected in keeping our highways passable with sewer con-
traclers and conduitditcbes in nninlerrupled possession of
the roads and streets of the Township, but the reorganized
Committee has opportunity for winning thanksgiving by
following the example set by the Cricket Avenue property
holders in laying dowll sidewalks in our principal thorough-
fares, and then requesting their Board to enact ordinances
compelling the cleaning of such walks within a reasonable
timeliollowiog every fall of =now.
The Commission shollld this yeur consider the question of
a decent lock-up and police station in place of the stable and
pig-sty combination now in nce, which is a manifest disgrace
to -.-l wealthy municipality.
The installation of every available protection against loss
oi life and property by Ere should command immediate atten-
' Corner lounging, especially in the shadow of police
headquarters, should be abolished. Automobile scorching
should be accorded some of the regulating which was former-
ly applied to bicycling, when less than half the speed allowed
automobiles was punishable .
All drunken and disorderly persons should be arrested and
punished, and the practice of apprehending only a few and
