Constitution or MAssActtusETts—In the Senate on Monday, the following amendment to the
Constitution of the State of Massachusetts was adopted by a vote of 23 yeas to one nay, all told:
‘* No person shall be eligible to any office under the Constitution of this Commonwealth unless he
shall be by birth a citizen of the United States.” The following amendment relating to the right
of suffrage was passed by a vote of 23 yeas to 6 nays: ‘* No person shall be entitled to vote in any
election in this Commonwealth unless he shall be by birth a citizen of the United States, except
persons of foreign birth who shall have been duly and legally naturalized before the adoption o
this amendment.” An amendment that twenty-one years’ residence in the United States should
qualify the alien to vote Was rejected.

Here is an extract from the letter of Pope Pius to t John Hughes, on his late departure from Rome
to return to the United States — If our church is to live, it must be in America. Governments
aud states are tottcting here. Everything is uncertain—another year and a revolution may have
swept allaway. My good archbishop, Llook to you for the future. SPREAD ROMANISM IN AMERICA.
