own money, and as the Mark shows a de-
preciation at present of 14 per cent, which
no doubt induced them to subscribe to the
loans, they must calculate with a big loss
in realizing their Marks. lVho knows what
it will be-a loss of 14 or 40 per cent?’
“If this is true, that the German Imperial
Government created the Darlelniskassen
and issued notes for which there was no
gold cover; that frantic appeals were made
to the German people by the German press;
that savings banks invested their customers’
deposits, and that the Government repre-
sentatives told hnancial houses that they
must subscribe voluntarily--why was it
that these vital facts were not disclosed in
Tm-: FATHERLANII?
. “To ensconce(sic) these important truths
in their entirety is indeed a most unfortu-
nate error on your part and I trust that
this little note of inquiry will command
your instant attention. If Dr. Helfiericli,
the German Finance Minister, has misin-
formed the German people and, incidentally
the American people who have invested in
the Imperial VVar Loans, it is indeed your
duty to disclose these facts if your edi-
torial policy is at all concomitant and
synonymous with the truth.

alone by the writer, but a multitude of
others who have invested their money in
the war loans of the German Imperial
Government.

It is a matter of regret that the writer,
assuming a German pseudonym, did not
accompany his epistlc with his address.
This, however, is an eloquent example of
the conduct of the stupid English propa-
ganda, which is trying to depreciate Ger-
many's credit by similar means. The took-
let mentioned by the writer is zi vicious
pro-British publication, the author being
entirely ignorant of the principles of Ger-
man finance. The animus of the booklet is
so patent, that no intelligent person would
take its statements seriously.
The facts regarding the Darlehnskassen-
Scheine are these: At the outbreak of the
war, when German merchants had difiiculty
in raising money on their stocks in trade
and on such securities as were not quoted
on the German Exchanges. special institu-
tions, callcd the Darlchnskasscn were es-
tablished, similar to those which gave ex-
cellent service after the outbreak of the
war of 1870. q
The certificates issued were entirely simi-
lar to the Clearing House Certificates which
performed such excellent’ service in this
country during our panic of 1907. These
also were issued against underlying securi-
ties. The Darlehnskassen-Schcine are being
utilized in the same way as the United
States Treasury issued its bank notes
against the Clearing House Certificates.
I will here quote the oihcial statement
made by Dr. Karl Helffcrich. Secretary of
the Treasury, before the Reichstag, on
December 15, 1915:
“The total loans by these institutions
are 1,600,000,000 marks ($-100000.000), as
compared with more than 25,000,000,
marks ($6,250,000.000) paid in subscriptions
to the war loans."
This marvelous record by the German
people has few parallels in financial history.
The amazing financial strength of Germany
is one of the bittercst disappointments ever
experienced by Englishmen. In order to
conceal their terror and chagrin, they cir-
culate among themsclves stories that the
Darlelinskassen-Schcinc are considered as
gold, and that German financial institutions
are compelled to subscribe to the war loans,
just as they deceived themselves with false
“victories" at the Dardanellcs. On the con-
trary, it is England in her financial ex-
tremity, who has been forced to “mobilize"
