Senate Bill No. 665 introduced by Senator Borah “to provide for free tolls for Amcrican ships through
the Panama Canal” is to come up for vote in the Senate on
OCTOBER 10, 1921
It reads as follows:.
“Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled, That hereafter no tolls shall be
levied upon vessels passing through the Panama Canal engaged in the coast-
wise trade of the United States.
“Sec. 2. That section 1 of an Act entitled “An Act to amend section 5 of an
Act to provide for the opening, maintenance, protection, and operation of the
Panama Canal, and the sanitation and government of the Canal Zone, approved
August 24, 1912,” which said amendatory Act was passed and approved June
15, 1914, be, and the same is hereby, repealed.”
Another Bill (S. 2099) introduced by Senator Borah on:the same question will also be voted on.
By the repeal in 1914 of the then existing Panama tolls arrangement, benefits which America possessed
were surrendered; American trade and shipping were injured; England’s supremacy on the seas — which
menaces the peace of the world—was strengthened. The passage of the Borah Bills will remedy these
conditions. With the re-birth of our maritime commerce such immediate action is essential.
We know that you agree with us on this important subject and with the justice and urgency of the
demands set forth by Senator Borah. We therefore urge you, collectively and individually, to communicate
your views to your Senators and Congressmen at Washington, D. C., and in particular to the following
Senators:
